Vacancies for Lay Members for the Housing Appeals Panel

We currently have one or more vacancies for members to serve on the Housing Appeals Panel.

Lay tribunal members provide valuable knowledge and experience to help ensure tribunal decisions are fair, balanced and well informed. Your role includes doing preparatory work in advance of hearings by reading the papers provided; asking questions of the parties and any expert witnesses during the hearing; and taking an active part in the deliberations and decision-making.

The Housing Appeals Tribunal was set up in 2005 in accordance with the States Housing (Tribunal and Appeals) (Guernsey) Regulations, 2005 as a mechanism by which social housing tenants could appeal against decisions made by Housing or the Guernsey Housing Association in relation to rent payments, rent rebates, tenancy reviews, allocations and applications for social housing. Since its formation, the Housing Appeals Tribunal has considered 22 cases. The Tribunal consists of a panel of independent members who are appointed by the States and who meet as required to hear and determine appeals. On each occasion when an appeal is lodged, three members of the Housing Appeals Panel are appointed to form a Tribunal to consider the matter, which is usually done on a rotation basis.

No previous experience is required for these posts and Guernsey-based training will be provided to enable you to undertake your duties. Please note that the next training session will take place from 12 to 14 June 2018 (two-and-a-half-day course) and new members will be asked to attend this course if possible. An allowance is paid for training, and for days when the Panel sits.  

Interested parties are asked to submit an expression of interest detailing their professional and other relevant experience together with a covering letter indicating their reasons for applying for this position.  Any appointment will be subject to the approval by the States of Deliberation on the recommendation of the sponsoring Committees for each Panel.
