Back to ResultsOur client is seeking a Senior Analyst within the Financial Crime division. Reporting to the Assistant Director, the role involves ensuring the delivery of high-quality prudential, financial crime, and conduct regulation within the Bailiwick of Guernsey. The successful candidate will support the protection and enhancement of the Bailiwick’s international reputation within the financial services sector and assist in delivering PRISM risk-based supervision and policy creation. Click here to read more. Job Duties: Ensure the delivery of high-quality regulation within the Bailiwick of Guernsey, facilitating innovation and discouraging poor-quality ventures. Assist in protecting and enhancing the Bailiwick’s international reputation within the financial services sector. Assist with the delivery of PRISM risk-based supervision and policy creation. Maintain and develop the Commission’s relationship with its licensees, including analysis of matters requiring approval, consent, or comment (e.g., changes of control, directors, surrender of licences). Plan and attend on-site visits, conduct research, analyse and identify key issues in information and data, and review files. Assess risks and take accurate minutes. Analyse licensees’ periodic returns, financial statements, and other information affecting their ability to meet licensing criteria. Analyse sector trends, produce trend documents incorporating risk-based analysis, and present findings to the industry sector as necessary. Demonstrate a good working knowledge of the Financial Crime (AML/CFT/CPF) Handbook. Lead on-site visits using in-depth questioning to obtain specific information for thorough analysis. Prepare and present visit findings, provide feedback to licensees, and follow up on matters raised. Prepare and present licensee cases to the Risk Governance Panels. Produce written work that is accurate, clear, and concise, and can be relied upon as a formal record. Deal effectively with enquiries from licensees, regulators, other professionals, complainants, and members of the public, forming good links with industry and other regulatory bodies. Chair or contribute to meetings in a clear and professional manner. Assist with internal projects such as supervisory processes, statistical exercises, or procedure reviews. Collaborate with team members and the wider Commission, understanding how the role contributes to the Commission’s success. Assist with the training of new staff, recognising different styles and abilities. Support staff development, including reviewing and monitoring workflow produced by Trainee Analysts and Analysts, providing on-the-job training, advice, and guidance. Demonstrate an awareness of both Commission and industry pressures, prioritising tasks, and managing workload effectively to meet business objectives. Represent the Commission at training courses, conferences, workshops, and seminars. Update professional and technical knowledge, developing an understanding of regulatory laws, rules, codes, and guidance, and work towards required accreditation and professional qualifications. Complete all work promptly and to a high standard, ensuring consistently high-quality output from the team with attention to detail. Make constructive recommendations for change and assist in implementing improvements. Job Requirements: Extensive experience in financial crime regulation, particularly within the Bailiwick of Guernsey. Strong understanding of regulatory laws, rules, codes, and guidance, with a focus on the Financial Crime (AML/CFT/CPF) Handbook. Proven ability to plan and lead on-site visits, conduct detailed research, and analyse key issues. Experience in managing relationships with licensees and providing regulatory oversight. Excellent written and verbal communication skills, with the ability to produce clear, concise, and accurate reports. Ability to work collaboratively across teams and divisions, supporting and mentoring junior staff. Strong problem-solving skills and a pragmatic approach to decision-making. Commitment to continuous professional development and staying current with industry standards. Ability to manage workload effectively, prioritise tasks, and meet business objectives.
