Our client is seeking a Project Feasibility & Project Manager to join them on a full-time, permanent basis. This is a key role within a strategic public-private initiative focused on coordinated development along Guernsey’s east coast. You will be responsible for leading the development and delivery of comprehensive project feasibility studies and managing project lifecycles from inception to completion. The role requires strong engagement with a wide range of stakeholders and the ability to contribute to major infrastructure development that will shape Guernsey’s future. This position is open to both full-time and part-time applicants. Job Duties: Lead the development and execution of feasibility studies including market research, cost analysis, risk assessments and impact evaluations Introduce and maintain best-practice project management processes to support structured project analysis and delivery Manage end-to-end project lifecycles, ensuring timelines, budgets and quality standards are met Oversee procurement, including scoping, tender preparation and contract management using standard project methodologies Act as Project Manager, Supervisor or Contract Administrator under various contract forms including NEC Engineering & Construction Contracts Ensure clear and transparent communication with government and external stakeholders Develop and apply robust project management methodologies in line with relevant standards and regulations Support the creation of the Key Infrastructure Delivery Programme, including project business cases and planning documentation Proactively identify, assess and mitigate project risks throughout delivery Prepare high-quality presentation packs and media materials for political and public engagement Manage health and safety documentation, ensuring compliance with local legislation and best practice Communicate effectively with stakeholders to align and deconflict planned works with the overall development strategy Contribute to the broader strategic direction of the infrastructure portfolio in alignment with key States objectives Job Requirements: Demonstrable project management experience with a strong record of meeting KPIs and deadlines Proven ability to lead complex projects from inception to delivery Strong analytical and problem-solving skills with attention to detail Excellent communication, interpersonal and negotiation skills Experience building trust and collaborating with a wide range of stakeholders Ability to convey complex strategy and policy clearly to varied audiences Adaptability and initiative to work independently in a small, agile team environment Strategic thinking and the confidence to offer creative, practical solutions Exceptional organisational skills with the ability to manage multiple projects simultaneously Project management qualification (e.g. PRINCE2 or equivalent) is desirable Experience in financial modelling, cost analysis or business case development is advantageous Knowledge of Guernsey, either as a current or former resident, is desirable What You’ll Love:You will join a dynamic and experienced team committed to delivering innovative public infrastructure that will leave a lasting legacy on Guernsey’s landscape.
